Using a visual map to define roles and responsibilities, similar to a RACI chart , eliminates confusion. A visual workflow, with its explicit boxes, arrows, and decision diamonds, forces a certain level of unambiguous precision. It's much harder to creatively interpret a directional arrow than a loosely worded sentence.
